The family of former presidential candidate and head of the Strong Egypt Party, Dr. Abdel Moneim Aboul Fotouh, announced his refusal to hold a visit with his family inside the glass cabin for the fifth year and his request to meet his family in a normal visit.

Five years of violating the right to visit for former presidential candidate and head of the Strong Egypt Party, Dr. Abdel Moneim Aboul FotouhFive years of violating the provisions of the Prisons Organization Law and its executive regulations regarding the right to visits and correspondence… Five years of depriving Dr. Abdel Moneim Aboul Fotouh of a normal visit inside his prison, in which the provisions of the Prisons Organization Law and its executive regulations apply. Article 38 of the Prisons Organization Law regulates the issue of visits to prisoners. According to this article, the prisoner has the right to receive a visit from his relatives or his lawyer at specific times and under certain conditions, and that his relatives visit twice a month. Article 60 of the Executive Regulations of the Prisons Regulation Law confirms this.

In 2014, the legislator introduced an amendment to the Prisons Regulations by virtue of Interior Minister Decision No. 3320 of 2014, amending the text of Article 71 of the Regulations, so that the duration of the visit becomes 60 minutes instead of 15 minutes before the amendment. While it appears from the amendments regarding the duration of the visit that it is a good thing to take into account the prisoner’s right to communicate with the outside world, however, the case of Dr. Abdel Moneim Aboul Fotouh is a living example that the Prisons Regulations are just ink on paper. That these texts remain mere texts confined to volumes that do not apply to reality, where for 5 full years, Dr. Abdel Moneim Aboul Fotouh’ s visit have been through a glass booth and a telephone for a few minutes, which motivated him, after five full years, to refusing the visit and demanding that it be a normal visit, he communicates with his children and grandchildren after 7 years of suffering in solitary confinement.

More than two years have passed since Cairo Criminal Court, Terrorism Chambers, in Badr Prison; have considered the sessions to renew the detention of thousands of citizens detained pending investigation cases by the Supreme State Security Prosecution. Not one decision to release even one citizen.

This confirms the fundamental problem in respecting justice, since the continued detention without trial or even without taking a decision on renewal is considered a flagrant violation of human rights.
