I.                   Arrest and detention:

Thursday, 24 April

  1. Security forces in Kafr Saqr police station in Sharqia, arrested Youssef Mohamed Hassan and took him to an unknown location without presenting him to the investigating authorities.

II.                Prosecution Investigations:

  • Supreme State Security Prosecution:

During the bulletin’s coverage period; State Security Prosecution investigates dozens of citizens after they reappeared following different periods of enforced disappearance, under the Anti-Terrorism Law and remanded in custody.

Tuesday, 22 April

  • Prosecution in postponed the investigation of activist and former political prisoner Ahmed Douma in Case No. 2563 of 2025, Supreme State Security, to 26 April, after he received a summons to report to his home after the scheduled hearing date.

Saturday, 26 April

  • Prosecution charged him with publishing and broadcasting false news inside and outside the country and released him on L.E.10,000 bail, for posting on X about prison conditions while he was incarcerated.

  1. 10th of Ramadan Prosecution in Sharqia investigated 5 citizens after arresting them from their homes and accusing them of joining a terrorist group and spreading false news and statements. They are Hamad Abdel Razeq, Ziad Abdel Nabi, Emad Abdel Wahab, Fathy El Gohary, and Abdel Rahman Mohamed.

Saturday, 26 April

  1. Zagazig Total Prosecution in Sharqia investigated Ezz El Din Essam Abdel Qawi El Sayed after arresting him from his home, placing him in enforced disappearance for 48 days, and then accused him of joining a terrorist group and spreading false news and statements and kept him in pretrial detention.

  • The Supreme State Security Prosecution renewed the detention of Zat Masr website presenter Ahmed Sirag for 15 days pending case No. 7 of 2025 Supreme State Security, on charges of joining a terrorist group and publishing false news and statements.
  • The Supreme State Security prosecution renewed the detention of Ibrahim Khaled Ibrahim, Karim Yasser Abdel Shafei, and Ahmed Hassan Ali Suleiman for 15 days pending case No. 851 of 2025, Supreme State Security on the same charges.
  • The Supreme State Security prosecution renewed the detention of Adnan Mohammed Rashid Mohammed for 15 days pending investigations into Case No. 6788 of 2024, Supreme State Security, on the same charges.
  • The Supreme State Security prosecution renewed the detention of Wael Kani Kyrillos Gabriel for 15 days pending investigations into Case No. 7169 of 2024, Supreme State Security, on the same charges.

  • Supreme State Security Prosecution decided to acquit journalist Hussein Abdel Qader and dismiss him from the case the case, on bail after investigating him in Case No. 1774 of 2025, Supreme State Security, and accusing him of spreading false news and statements and participating with a terrorist group in achieving its goals.

Sunday, Wednesday, 20 – 23 April

  • Zagazig Criminal Court, Terrorism Chamber, in Sharqia decided to acquit 6 on bail after investigating and accusing them of spreading false news and statements and participating with a terrorist group in achieving its goals. They are Mohamed Mansour Mohamed Mansour, Karim Youssef Abdel Samee El Habashi, Abdullah Abdel Hafeez El Sawi, Khaled Mohamed Abdullah Meselhi, Abdel Rahman Ahmed El Sayed Hussein, and Islam Mohamed Ali.

  • Supreme State Security Prosecution acquitted Ahmed Douma on L.E. 10,000 bail after investigating him in Case No. 2563 of 2025, Supreme State Security, on charges of spreading false news and statements.

  • Cairo Criminal Court, Terrorism Chamber-III, held in Badr Prison postponed the retrial of 58 defendants, in Case No. 1235 of 2024, Omrania Felonies, known as the case of Omrania Terrorist Cell.
  • Cairo Criminal Court, Terrorism Chamber-III, held in Badr Prison postponed the retrial of 35 defendants, in Case No. 54 of 2024, known as the case of Currency Trafficking Cell.
  • Cairo Criminal Court, Terrorism Chamber-III, held in Badr Prison postponed the retrial of 64 defendants, in Case No. 6518 of 2023, known as the case of New Cairo Terrorist Cell.

VI.            Statements and Information:

Tuesday, 22 April

  • The Ministry of Interior denied in a statement the circulated news on a Facebook page that four prison inmates had been subjected to abuse, being held in solitary confinement, and denied food and clothing for objecting to inspection procedures.

Friday, 25 April

  • The Ministry of Interior published a video statement on its Facebook page regarding the implementation of Presidential Decree No. 158 of 2025, granting pardons for the remainder of the sentence of some convicts on the occasion of Sinai Liberation Day.

The pardon applies to 746 inmates on this occasion.

VII.         Prison News:

Sunday, 20 April

  • Citizen Hamdi Youssef Hashem, who has been under arrest since November 2019 and rotated several times, died in the medical center of 10th of Ramadan Prison.

He was in pretrial detention in Case No. 2215 of 2022, Supreme State Security, after his health deteriorated suffering from pulmonary fibrosis.

Legal Comment

Less than 6 months after the first time, another investigation is into former prisoner of conscience Ahmed Douma. This investigation was in a second case, No. 2563 of 2025, Supreme State Security, due to a post on X titled “A Hand’s Length and a Fist,” about the conditions prisoners face inside prisons.

He was then charged with vague and untrue accusations of spreading false news, instead of investigating the violations he observed.

Rather than releasing innocent people, who are thousands, Terrorism Chambers in Cairo Criminal Court which are held in prisons, continue to renew the detention of hundreds of detainees in pretrial detention pending Supreme State Security cases.

This is without enabling their defense to present serious arguments or exercise their full right to defense. The court is content with routine renewals without adequate justification, which constitutes a serious breach of fair trial guarantees.

The death of Hamdi Youssef Hashem, who was in pretrial detention pending Case No. 2215 of 2022, Supreme State Security, occurred after he was remanded in custody more than once, despite release orders.

This led to the unlawful extension of his pretrial detention, despite his long illness, deteriorating health, and pulmonary fibrosis.

Ending in his death and the deprivation of his right to life, a fundamental right that the state must unconditionally protect.
