Sunday, 27 April

  • Supreme State Security Prosecution in Cairo summoned former parliamentarian Ahmed Tantawi from prison for investigation, in both cases No. 2468 of 2023 and No. 2635 of 2023. He is charged with incitement to commit a terrorist act using force and violence, intimidation with the aim of disrupting public order, endangering public safety, and incitement to participate in a gathering of more than five people with the aim of preventing and obstructing the implementation of laws and influencing public authorities in the exercise of their duties, which could have endangered public peace if the participants were carrying weapons. He was released after on bail.

  1. 10th of Ramadan Prosecution in Sharqia investigated 4 citizens after arresting them from their homes and accusing them of joining a terrorist group and spreading false news and statements, and then detained them pending investigation. They are Ahmed Sayed Mohamed El-Nahhal, Hassan Shehata Abdel-Jalil, Mohamed El-Said El-Aidi, and Abdo Salim Ahmed.

Tuesday, 29 April

  1. Zagazig Total Prosecution in Sharqia investigated 6 citizens after arresting them from their homes, accusing them of joining a terrorist group and spreading false news and statements and then kept them in pretrial detention. They are Gamal Ibrahim Tawfiq, Taha Ibrahim Tawfiq, Mustafa Abdel-Hamid Mohamed, Khaled Hassan Ahmed Al-Saadani, Khalil Al-Sayed Khalil, and Tohami Mohamed.

  1. 10th of Ramadan-I Prosecution in Sharqia investigated Atef Mohamed Saeed after arresting him from home in Belbeis and charged him of joining a terrorist group and spreading false news and statements and then kept him in pretrial detention.

  • Mashtoul Al-Souq Prosecution in Sharqia investigated Ahmed Salim Shalaby after arresting him from home and charged him of joining a terrorist group and spreading false news and statements and then kept him in pretrial detention.

  • The House of Representatives approved the draft Criminal Procedures Law in its plenary session, voted on it, and sent it to the President of the Republic.

VIII.     Actions of Public Prosecution

  • Supreme State Security Prosecution referred Case No. 1977 of 2023, Supreme State Security, with 58 defendants, to Cairo Court of Appeals to determine a jurisdiction to hear the case.

  • Imprisoned citizen Saad Abu Al-Enein died in 10th of Ramadan Prison after his health had deteriorated. No cause of death has been announced yet.

Legal Comment

Former parliamentarian Ahmed Tantawi was investigated, despite his prison term, in two politically motivated cases. This investigation occurred about a month before the end of his sentence, which leaves his freedom in limbo and at risk of being taken away at any moment, as well as clearly reveals the brutality of the rotation prison system and its disregard for the law.

The expansion of the rotation phenomenon in Sharqia on the grounds of new cases not only represents a blatant violation of the constitution and the law, but also reveals the insistence of some security agencies on using pretrial detention as a tool for punishment and revenge. It has made Sharqia a concentrated target of police attention for over two years.
