I.                Arrest and Enforced Disappearance:

Sunday, 26 October

  1. Security forces at 10th of Ramadan Police Station in Sharqia arrested both Hisham Mohamed Abdel Sattar and Anas Hisham Mohamed Abdel Sattar from their home without presenting them to any investigation authority.

During the bulletin’s coverage period; State Security Prosecution investigates dozens of citizens, who reappeared following varying periods of enforced disappearance, under the Anti-Terrorism Law and remanded in custody.

  • Mashtoul Al-Souq Prosecution in Sharqia investigated Yasser Mohamed El-Sayed Bendari and Mohamed Abdullah Issa Abdullah after arresting them from their homes, and then accused them of joining a terrorist group and spreading false news and statements placing them in pretrial detention.

Thursday, 30 October

  1. 10th of Ramadan Prosecution in Sharqia investigated 3 citizens after arresting them from their homes and accusing them of joining a terrorist group and spreading false news and statements then placing them in pretrial detention. They are Abdel Rahman Shaaban Mohamed Attia, Ahmed El-Sini, and Hassan Hosseini.

  • Abo Kebir Partial Prosecution in Sharqia investigated Ragab Metwally and Reda Ayman, re-charging them with joining a terrorist group and spreading false news and statements, and then placed them in pretrial detention.

  1. Zagazig Total Prosecution in Sharqia investigated Mohamed Abdel Fattah, in a new case and re-charged him with joining a terrorist group and spreading false news and statements and then placed him in pretrial detention.

  • Cairo Criminal Court, Terrorism Appeals Chamber-II, held in Badr Prison sentenced 1 defendant to life imprisonment, 3 defendants to 15 years of aggravated imprisonment, 1 defendant to 10 years of aggravated imprisonment, and 3 defendants to 5 years of aggravated imprisonment in Case No. 13555 of 2024, Helwan Felonies, known as the ISIS Delta Cell case.
  • Cairo Criminal Court, Terrorism Appeals Chamber-II, held in Badr Prison sentenced 2 defendants to life imprisonment, and 2 others to aggravated imprisonment, as well as adding the defendants to the lists of terrorist entities in Case No. 83 of 2024, Nasr City Felonies, on charges of joining ISIS.
  • Cairo Criminal Court, Terrorism Appeals Chamber-II, held in Badr Prison sentenced 1 defendant to 10 years of aggravated imprisonment in the retrial of Case No. 3117 of 2014, Giza, on charges of joining a terrorist group.

Legal Comment

The trial session of engineer Yahya Hussein Abdel-Hadi Cairo Criminal Court, Terrorism Chamber-II, held in Badr Prison witnessed a complete lack of justice, since the court insisted on not recording the incident of an officer assaulting him inside the court holding cell during the session of 16 September, 2025. Furthermore, the court refused to record the request of the defense in the session minutes, as well as the request to release the defendant from the court holding cell and allow the session to proceed, making the decision of the defense to recuse the court a necessary and essential step to safeguard the right to a defense and to preserve the dignity of the court and the integrity of the litigants.
