I.                Arrest and Enforced Disappearance:

Wednesday, 17 September

  1. Security forces at 10th of Ramadan Police Station in Sharqia arrested citizen Mohamed El-Sayed Rashad from his home and took him to an unknown location, without presenting him to any investigation authority.

During the bulletin’s coverage period; State Security Prosecution investigates dozens of citizens, who reappeared following varying periods of enforced disappearance, under the Anti-Terrorism Law and remanded in custody.

  • Zagazig Total Prosecution in Sharqia investigated 8 citizens after arresting them from their homes and accusing them of joining a terrorist group and spreading false news and statements then placing them in pretrial detention. They are Islam Shaheen, Issa Mohamed Issa, Dr. Ahmed Abdullah, Mohamed Gamal, Mohamed Lotfi Abdel Latif, Osama Abu Hatab El-Sayed, Omar El-Sharqawi, and Mohamed Abdel Hamid Abdel Moneim Salama.

Wednesday, 17 September

  1. Zagazig Total Prosecution in Sharqia investigated Mohamed El-Sayed Rashad El-Sayed after arresting him from his home and putting him in 5 days enforced disappearance, and then accused him of joining a terrorist group and spreading false news and statements placing him in pretrial detention.
  2. 10th of Ramadan-I Prosecution in Sharqia investigated Anas Mustafa Mahmoud Ewes after arresting him from his home at dawn, and then accused him of joining a terrorist group and spreading false news and statements placing him in pretrial detention.
  3. Kafr Saqr Prosecution in Sharqia investigated Ahmed Abdullah Abdel Qader after arresting him from his work at the General Hospital, and then accused him of joining a terrorist group and spreading false news and statements placing him in pretrial detention.

Wednesday, 17 September

  • Zagazig Criminal Court in Sharqia decided to acquit 5 citizens on bail, on charges of joining a terrorist group and spreading false news. They are Al-Moatasem Bellah Saeed Mohamed, Mahmoud Hamdy, Ammar Al-Sayed Abdel-Wahab, Mustafa Abdullah, and Ezz Abdullah.

Thursday, 18 September

  1. Supreme State Security Prosecution in Cairo decided to acquit 20 citizens in 14 cases on bail, including activist and teacher Yahya Ibrahim Abdel Rahim Shehata in Case No. 2207 of 2021. However, he had not been released until this was published.

Tuesday, 16 September

  • The Egyptian Network for Prisons published a testimony on its Facebook page stating that an officer (a doctor) in the orthopedics department of the 10th of Ramadan-IV Prison Hospital, harassed and verbally assaulted female prisoners, especially young ones, and demanded that they undress without any justification.

Legal Comment

Sharqia continues to be a target and a model of ongoing and horrific abuse, with the news of the acquittal of dozens of citizens, followed by the arrest of dozens more on fabricated charges without evidence, has become a common and frequent occurrence.

This is a clear and blatant violation and absence of the law and accountability, and represents a violation not only of the police, but also of the prosecution, which neither investigates nor cares about the lack of evidence to support the imprisonment of dozens of innocent citizens almost every week.
