- Saleh Ayed Rabie, a citizen imprisoned since August 2013, died in his cell at Menia Liman Prison, after his health deteriorated, since he had been suffering from a tumor in his neck for more than a year, and the prison administration ignored his family’s requests for treatment.
Legal Comment
The death of citizen Saleh Ayed Rabie, inside his Menia Prison cell, after ignoring his family’s repeated requests for medical treatment, represents a blatant example of the neglect of necessary healthcare for prisoners.
The recurrence of such cases inside Egyptian prisons raises serious concerns about the policy of systematic medical negligence, leading to preventable deaths, as well as constitutes a clear violation of the Standard Minimum Rules for the Treatment of Prisoners; (the Nelson Mandela Rules).
This situation requires an independent and transparent judicial investigation to determine criminal and administrative responsibility for the citizen’s death, to ensure that those responsible do not escape accountability, and to take urgent measures to guarantee the right of detainees to healthcare without discrimination or delay.
